Use piglit jobs from plainbox-provider-piglit

This patch changes the ihv-graphics test plan to use the new set of
piglit jobs from plainbox-provider-piglit. The namespace is the same as
before but I wanted it to stand out of the rest. Some tests did change
their ID (piglit/test/* and piglit/support/*) because it makes it easier
to manage group selections in the piglit provider.

Install the piglit provider (for development)

This patch will install the piglit provider for people hacking on the
CDTS source code.
