Make version pinning configurable

Add charm configuration option `enable-version-pinning` which
defaults to 'true' for the stable branches.

build.lock: Update pin-set for PyYAML and Cython.

Stable changes for stable/24.03 branch

This patch converts stable/24.03 into a stable maintenance branch. It:

- modifies .gitreview to point to stable/24.03
- switches (test-)requirements*.txt -> (test-)requirements*.in
  for pip-compile usage.
- creates (test-)requirements-py*.txt from *.in using pip-compile for
  the relevant python version.
- Updates bundles to point to stable maintenance named tracks.
- Adds build.lock files.
- Locks charms.openstack, zaza, zaza-openstack-tests, charm-helpers to
  stable/caracal branches.

Replace Jammy Antelope tests with Caracal

jammy-antelope is no longer run by the CI so it's removed.
jammy-caracal allows us to test with OVN 24.03

Updates for stable release of stable/23.09 branch

* Create build.lock file
* ensure tox.ini is from release-tools
* Locked requirements using pip-compile:
  * existing (test-)requirements.txt ->
    (test-)requirements.in
  * pip-compile to *-py3[8|10].txt using python3.8
    and python3.10.
  * Updated tox.ini to use the appropriate merged
    requirements-*.txt files.
* Removal of lunar from metadata, charmcraft.yaml
  osci.yaml, tests.yaml and associated bundles.
* Locked libs and tests to stable/bobcat branches for:
  * charm-helpers
  * charms.openstack
  * zaza
  * zaza-openstack-tests

Update to build using charmcraft - 20.12 batch

Update build.lock for moved nrpe-external-master interface

The original repository for the npre-external-master repository was
removed and was re-uploaded [1]. This changed the commit hash for the
build.lock. This patch updates the commit hash to point to the head of
the new repository main branch as it hasn't changed since 2017.

Fix handling of linux bond interfaces

At present linux bonds will be ignored when mentioned directly
in configuration options parsed by the ``BridgePortInterface``
data structure.

If a mac address of a physical interface making up the bond is
listed the code correctly finds the bond name and adds that to
the bridge.

Virtual interfaces are ignored when then map is built, linux bonds
are virtual interfaces.

This patch fixes the problem by checking physical interfaces for
bond membership while building the map. If an interface is member
of a bond add the bond name to the map.

Previously the bond membership check was only done when looking
up interface name from mac after building the map.
