Fix #5021

If the current max speed is lower than the kart's normal max speed (due to terrain slowdown or other factors), dampen the reduction in reverse gear.

We use two different formulas that work better with different values and transition smoothly, in order to guarantee:
- A reduced max speed cannot make the forward gears slower than the reverse gear,
- An increase in terrain slowdown cannot lead to an increase in reverse speed.

Only do default assignments of stk- to steam-accounts on first
