UnityShell: Reduce the stickyness of the 'sticky edges' by changing the default value of "Launcher Edge Stop Overcome Pressure" to 5.

Reduced the default value of sticky edges as design requested.

Please do not merge that branch for 5.12. The stickyness is device dependant. I spent a long time with Jason/design on that issue this cycle to tweak the value to something that is acceptable. It's not something for a SRU (and we have some sliders to change the stickyness in gnome-control-center).

This is fine once 5.12 is release when this branch becomes 6. But no behavior change for now.
