Add Azure-ARM regions and ap-south-1.

Description of the change

This branch adds the Aure-ARM regions and AWS ap-south-1 to generate_mirrors.

The output with the Azure-ARM changes have been approved by axwalk. The ap-south-1 change was requested by him, and matches corresponding changes to fallback-public-cloud.yaml.
