Merge ~adrien/ubuntu/+source/cinder:use-python3-google-auth into ubuntu/+source/cinder:ubuntu/devel

Use python3-google-auth instead of python3-oauth2client as it is maintained.

python-oauth2client has been deprecated for years and is unmaintained. It requires more and more patching and begins to not work anymore. This simply
switches to the maintained and recommended python3-google-auth.

Please review this merge request.

I must mention I am not familiar with cinder. The change is the same as the
one in debian (openstack versions are also the same). Autopkgtests pass.
