Use python3-google-auth instead of python3-
python-oauth2client has been deprecated for years and is unmaintained. It requires more and more patching and begins to not work anymore. This simply
switches to the maintained and recommended python3-

Please review this merge request.
I must mention I am not familiar with cinder. The change is the same as the
one in debian (openstack versions are also the same). Autopkgtests pass.
