tests: Refactor SessionMediatorReport tests to use an in-process server

This refactoring simplifies the tests and eliminates fd leaks that are inherent to our old multi-process test infrastructure. It also moves the tests from integration to acceptance to account for their new form.

client: Maintain a mapping of the stream id's to the stream objects in the same way that we track surfaces. This needed a bit of consolidation of how a stream is created and released, streams now are created and destroyed via the connection in the same sort of way that surfaces are.

Add mir_surface_request_persistent_id() API.

This requests an ID for a surface which can be referenced by other clients and is stable over time.
