Adds simple win32 support.

Switched from opencv swig wrapper to ctypes_opencv due to better python version support and simpler interface.

TODO:
    Make tests run on win32 using tk.
    Remove need to save screenshot to disk.
    Merge with main branch and qt branch

Requires:
    ctypes_opencv - currently included as it requires some changes also to work with opencv 2.0
    pywin32
    opencv installed and on PATH
