Description of the change
Reparsing submissions in C3 is something everyone should be able to do, so I've added a script which allows that. Just give it a list of submissions IDs and voila - it will give you the link to the reparsed submission(s), or a message saying it couldn't reparse.
I know it doesn't exactly fit in reporting-tools, but it doesn't really fit anywhere else and I didn't want to create a new branch just for this.
