Convert to an arm64 gadget

This is based on earlier work to have a gadget tree that would work
for both amd64 and arm64, but because this tree can be built both
with make and snapcraft, and because the gadget.yaml format does
not allow for dynamic partitions specific to amd64 (MBR/BIOS
sections), it's easier to maintain it as a separate branch for now.
