Ambiance, Radiance: use static bg imgs for window buttons and add padding

With the current implementation (all css based) we could not add some padding
for improving the click-ability of the window buttons, then we've to use
static, centered, background images instead.
So, now every button is now clickable in all the vertical space it can use.

The assets are generated from provided SVGs that are actually
the same used in unity, minus the action icon (as gtk adds it).
Thus the visual quality is better as there are some slightly different
gradients.

Fixed also the distance between buttons to match original designs. (LP: #1693609)
