Work In Progress to implement multimonitor panel display fixes (as in bug 675862).

It also includes pulling in some work I "stole" from the APT build process switch to CMake that was done by Julian Andres Klose; to add manpages for unity/unity-panel-service. Still need to add clear credits to him for inspiring this work, at the very least. Manpage translations need to be fixes somewhat too; but the English ones install.

KNOWN ISSUES:
- specifying COMPIZ_DESTDIR is a huge, horrible hack, but at least it works... it means the build process in general needs to do something different about this though: TODO
- Find a cleaner way to get manpage translations generated than defining USE_NLS: TODO
- translated manpages are being generated, but it's done wrong for some reason; there are CRs missing. Page is useless until that's fixed: TODO
- add / clarify credits for doc cmake hacks: TODO
- following multimonitor fix, panel and launcher need to be force redrawn or something. They tend to render wrong, but actually work fine-ish, or is it the other way around? Anyway, the basis is there, it's just not complete yet: TODO
