Description of the change

Add the Thunderbolt test plan, which includes storage, monitor, Daisy-chain and audio tests.

For the monitor test and the audio tests, it will be tested against both GPUs on a hybrid graphic system.

Also, I noticed that this test plan could complete without the graphics_card_resource job, so I didn't include it in the test plan here.
