Support terminal notifications
Description of the change
Add patches from Fedora to allow spawning of notifications from the terminal.

Add sequences and signals for desktop notification
* debian/patches/ command- notify- emit.patch:
vte.sh: Emit OSC 777 from PROMPT_COMMAND
Putting them on hold for after GCI, still some fixes to do.
For instance, the conffiles /etc/profiles.
- wasn't updated despite not having been manually modified
- isn't sourced at startup
But even with those, the patch isn't working (no notification received, even starting your own gnome-terminal instance)
