Dump the build environment info at beginning of a build

For all the information rpm spews during build, somehow the actual
environment in which the build takes place has remained completely
hidden and hard to debug all these years. Dumping it in the build log
makes it trivially accessible even in remote builds that are so common
these days.

Update the %sources and %patches test to look for the expected strings
instead of trying to avoid the unexpected (which this new output is).

Fix man page index filtering

Only list man pages in the current directory. This is needed for the
per-version docs on rpm.org to work properly and should've been part of
commit 0b30b126393e120999a3bf4bddde4c4153ea1b75.

Note that this issue is currently not visible since we only publish one
version with the new man page layout (6.0.x), but as soon as we add
more, duplicate entries would be listed without this filter.

Prevent base images from accidental prune

Base images sometimes used to be pruned as part of a rebuild when they
became dangling. That could happen when the "rpm" image was based on a
different version of the base image.

This was super annoying since you had to wait for the whole package set
to be downloaded and installed again.

Luckily, base images don't change as often so we can perhaps afford to
keep each version around. Do that by simply adding the Dockerfile hash
to the tag name.

- this is supposed to automatically generated on update-po time from
  toplevel rpmpopt file and merged into rpm.pot but has been broken for
  a long long time and also the $ translation marking has been deprecated

Honor default nopromote setting everywhere in rpmds (rhbz#466503)
- Of four different ways to create a dependency set, only rpmdsNew()
  explicitly set ds->nopromote to the expected value from global
  _rpmds_nopromote defaulting to on. All others fell back to legacy
  "epoch promotion" behavior inherited from xcalloc()...
- backported from d28c8fdfb82e45e63a82df7a0e6bc74af4a3cd87
