put prebuilt images under <out>/<date>

This puts the images under a dated directory. This makes it
easier for the jenkins job to be able to sync the build artifacts
to the proper location.

This fixes the scenario for snowball where it has a click-through
license in the debconf scripts.

allow script to use other bzr branches

The script was somewhat done to pick a BZR revision but would pick
the same revision for both l-i-t and l-f-i. This fixes that and
makes the mechanism more flexible so that you can pass alternative
branches where a fix might be in place but not yet upstreamed.

fix issues when daily hwpack not available

The crawler logic didn't have the ability to handle an error
when a link doesn't exist. This can happen when a build has
started for a hwpack, but not completed.

We also were downloading root file systems each time. This makes
the download only happen if we have a hardware pack that will
need it. The download manager is smart enough to download each
RFS only once and then use the cached copy.

remove dependency on fetch_image server index

This removes the need to be dependent on the server_index.tar.bz2
file being up-to-date on releases.linaro.org/fetch_image. This makes
the build process easier by not having to hope its been run between
the time the build was completed and this script gets launched
