python-django charm: remove it
This is no longer used by any of our components.
Description of the change
I'm not exaggerating when saying this is the greatest thing to happen to our code base since revno 182. Since that time, this charm has had 27 different merge commits which means we've spent god knows how many hours pressing "enter" and hoping for the best.
Those days are gone now.
