Removed the old code that was already commented out. Now that new version is working, no need to keep it anymore.

Initial commit of swarm code. At this stage, no data is saved. An alarm triggers the execution of a service, which stays open for a designated period after the GPS provides the first fix. The service then stops itself, and waits for the next alarm. Cell RSS information is poor due to bad Android APIs, but future SDKs may be better. -Joey
