Fix make lint, test, integration-test & charm-proof
Description of the change
update the tests to make them work.
- insert 00-setup file that installs dependencies
- add blank license-file (not needed with current released landscape)
- add public ppa for repo-file
- add 'default' entries to the config.yaml (charm proof)
- make lint fixes
(follow-on branch will change mechanism to override these two values)

make test
make lint
charm proof
make integration-test
