LP2063455 Fix radio IDs in merge parts dialog

The IDs of the radio inputs in the Merge Monograph Parts dialog were
gibberish due to an IDL object / hash error: part.id instead of
part.id(). This is now corrected, and the input labels work as expected.

LP2089597 Contrast issues in login form buttons

Several accessibility corrections to the Angular staff login form:
* Loads the dark mode toggle and sets color mode when not logged in
* Corrects background and border of the password visibility toggle
* Moves password visually-hidden message outside the input group to
  ensure that the input-group-text is the last child of the group and
  gets the correct border radius

LP#2120713: Fix for merging bibs with deleted monograph parts

Having a deleted monograph part on a bib record will block the merge if there is a
monograph part of the same name on the second bib being merged. This fix will add a check
to make sure it only compares active monograph parts for conflicts in the merge process.

Release-note: Fixes an issue where merging bibliographic records can
lose parts.
