[launcher] Do not remove static place entries from the launcher when the D-Bus service becomes unavailable.

This may happen when e.g. the place daemon crashes.
Place entries for which static information is available in the place file will remain there, and activating them will (try to) re-spawn the crashed daemon via D-Bus activation.
