Transition of core-apps projects to vivid. Also added a ci.landing_candidate entry for each job to allow each -ci job to be triggered with the default arguments. This allows for a simple regression test that executes every build.

Did some cleanup of the stack values: 'extracheck', 'manualpublish', 'ppa' and 'test_parameters' which were left over from prior attempts to cleanup the now deprecated daily-release parameters. Also renamed "stacks/no-dailies" -> "stacks/dev" and "stacks/phablet" -> "stacks/core-apps" to reflect modern usage. Removed the location.cfg stack which has been empty for two releases now.

Disable touch tests for lp:~ubuntu-sdk-team/ubuntu-ui-toolkit/staging as an autolanding requirement until tests can be stabilized. This was requested by bzoltan due to the unpredictability of the tests. The tests are still enabled for -ci jobs to give feedback when tests obviously fail.

Disable ubuntu-clock-app utopic-amd64 build due to platform bugs that prevent execution of the in-package tests. The build that was disabled is redundant with the build performed by generic-mediumtests-utopic-python3, it's just easier to see build failures with a dedicated job. Change was acknowledged by balloons and the lead clock app developer.

Reduce the concurrency of the lp:mir builds to the default (2-way). We're seeing some virtual memory exhaustion errors and part of the problem could be too much parallelism. Plus the new cloud based pbuilders only have 2 vCPUs and therefor not able to do much with a 4-way build.
