Description of the change

This branch updates vexpress-a9 device-type config with UEFI args and updates vexpress-a9-02 device on Dispatcher01 to use this device-type.

Slightly worried about the "vexpress_usb_mass_storage_device = /dev/disk/by-label/VEMSD" part. There are several vexpress boards connected to dispatcher01. Perhaps we could rename the volume to VEMSD-A9-02?
