avoid deprecated SoupServer API with libsoup 2.48
Description of the change
Adds an alternative to using old soupserver API when libsoup >=2.48 is used. This fixes failures in a couple of unit tests.
I'd like someone to check to make sure that this branch still works with older libsoup, as I've only tested it with 2.50.0.
