* Removed all conditionals and logic from etc/ivi-ssh.conf.
  Always generate keys, gzip the conf file itself (run once)
  and then restart ssh.
* Added /etc/init/*.override for all services that should be
  started manually. Commented each *.conf file to indicate why the file
  is there and how to recover automatic restart of the service.

Using /etc/init/ssh.conf as an example, coded conditionals using test <expr> rather than bash [[ ]]. This seems to matter.
