This proposal supersedes a proposal from 2013-03-14.
Description of the change
Without consist uuid's across nova-compute nodes, its not possible to
migrate instances with ceph backed cinder volumes attached.
This change fixes the UUID to be consistent for the nova-compute charm
globally - the uuid is just a label so this is still secure.
