fix: pip, setuptools and wheel versions in MAAS snap

Description of the change

Addition to https://code.launchpad.net/~javier-fs/maas/+git/maas/+merge/479164

The changes in that MP were enough to address https://bugs.launchpad.net/maas/+bug/2091370. However, back-porting these changes to previous versions of MAAS required adding python3-pip/setuptools/wheel as dependencies.

To guarantee that the version of those packages do not change in future, this MP includes them as dependencies.
