Group multi-arch errors. Allow filtering by queue.
Description of the change
This branch does two things (sorry!):
* group multi-arch errors
* filter by queue (i.e. arb or commercial)
This is what the output looks like for commercial apps that are published
or ready-to-publish:

You can also get the URLs for each grouped error by passing --show-urls.
This will help us investigate them, I hope.
