Use nemo-desktop to draw desktop icons under Unity. Fixes LP: #1814506

Since nautilus will still be default file-manager we disable auto-mount with nemo here.

Use nemo-desktop to draw desktop icons under Unity. Fixes LP: #1814506

* Also add nemo action files for unity desktop.

Re-enable background plugin by default.

Gnome-settings-daemon doesn't use that key anymore (They are auto started by desktop files), But unity-settings-daemon now requires it to be enabled by default. Fixes LP: #1795145
