Description of the change
Add light-venv script - a simpler and sudoless mk-venv.
Running mk-venv is:
* taking some some time
* changing packages in the system
* not easily scriptible (it runs sudo stuff)
And so in this MR I'm proposing a new venv-maker. It'll be needed in some tooling I'm working on. It's not necessary to land it here, as it could be a part of that tooling, but I guess more people could find it useful to have this.
I tested it only on Ubuntus. The original mk-venv has some tweaks to make it Fedora friendly (fedora 21 to be precise, which is 4 releases ago, and no one is complaining :)
