Description of the change
This MR fixes get-libs.
It was pulling packages from urls based on apt's cache for 'utopic'. Bumped to Vivid.
Note that with the advent of Checkbox-Converged, this get-libs tool is used / should be used only for preparing a click package. This is the main reason why we set this manually.
