modify test plan templates for easier project test plan creation
Description of the change
===== test-plan.pxu.in =====
- replace the "nested" parts of each test-plan unit in the file with a suitable client-
- list common jobs that might need to be included or excluded from a project test plan, with a comment at the end of each row explaining when you need that row, so that all a person needs to do to create a new 90% complete project test plan is to delete rows they don't need from the file.

- contents of this file follow what has been done for test-plan.pxu.in; the only difference is that the nested parts of this file are suitable client-

I just found that there is no firmware/ fwts_desktop_ diagnosis included in both client- cert-iot- ubuntucore- 20 and client- cert-iot- server- 20-04, if we're going to propose firmware/ fwts_desktop_ diagnosis into cert whitelist plan then there should be a corresponded one here to be excluded for ARM hardware.
