Made the SetupEnv script automatically set the current directory to the one the script is located in. This makes it possible to just run the script by running it from windows explorer

added a Cg package, that locates an existing Cg installation (Cg's license doesn't allow us to redistribute the whole thing as part of this env repository. Redistribution is only allowed for the dll's. It's free to download though, so no real problems here:))
