Don't report account failures
Account failures are reported either by applications of by signon-ui. This
fixes a bug occurring when the account creation fails and the Online Accounts
indicator turns red.

fixes a bug occurring when the account creation fails and the Online Accounts
indicator turns red.
This also increases test coverage. ;-)
