Tests: re-enable create_headless test, fix typo

The test was failing under pbuilder because signond was loading the GNOME
keyring extension, and the GNOME keyring requires X11 in order to work.
This happened because of a typo in the environment variable name, which this
commit fixes.

Enable tests during package build

Make the tests run under pbuilder, during the package build, by using dbus-test-runner and xvfb-run. Temporarily disable some tests which need a mocked webcredentials indicator to run.

libaccount-plugin: load plugin as specified by provider XML file

The latest libaccounts-glib allows provider XML files to specify the plugin
name; and now libaccount-plugin will use that information to find which plugin
to load, falling back to the provider name when the plugin name is absent.
