* Backport to etch (assuming backported debhelper 7.4.3 and quilt 0.46-7):
  - Source format 1.0 (use quilt).
  - Do not use external configobj.
  - Use python-support, not dh_python2.
  - Relax debhelper builddep version and remove --list-missing
    --fail-missing from dh_install.
  - Remove testing builddeps: python-testtools, python-subunit,
    python-meliae, python-medusa, python-lzma.
  - Rely on prebuilt pyrex files as shipped in the upstream tarball.

Revert the change "Use makefile rather than setup to build." 3 revisions ago,
because it doesn't do what it claims to do because of other --buildsystem
options within rules. Also, it was silently reverted when merged to the 2.4
branch already.
