Reworked job generation to treat the build configurations as just another configuration inheriting values from the main job. The template context is then processed after the complete config is created.
Updated oif-head.cfg to be compatible with the build job changes.
Updated defaults.conf to use '' instead of empty values, which lead to 'None' values in the jenkins jobs.
