Replaced a big part of the code that deals with the settings class (also
the way gconf behaves):
  * Settings are cached (no need to check gconf).
  * All settings changes that come from gconf are now hookedup to events.
  * The configuration menu & wallpaper monitoring register callbacks for
    these events now. No longer having to make calls directly to widgets
    (ick) for the meny from the settings class, or the WpList class.
  * Gconf change events "debounce" self induced (same) changes.
Refactored some of the ConfigMenu code; moved the glade wired widgets
to a diffrent file (partial class).
