Commit message

Allow everyone to read users' security preferences, to allow in-session greeters.

Description of the change

It may seem counter-intuitive to disable some secrecy for preferences under the security/privacy heading.

But the intent here is to allow user A to show an in-session greeter for all users, as LightDM now allows. In order to show the prompts correctly for another user, session A needs to be able to read other users' login settings.
