Don't use broken code in UpdateManager, instead setup the code that the test needs in our own code.
Description of the change
Don't use broken code in UpdateManager, instead setup the code that the test needs in our own code.
This will let us delete some unmaintained code in UpdateManager, while fixing a test failure.
