This branch implements a 'lapack lite' system similar to numpy's in order to have nipy build on systems that lack a lapack installation. The setup will build a minimal set of f2c-translated lapack routines whenever lapack is not found on the system.

Adjustements for testing.
Not working yet: Builds fine without lapack, but gives run-time errors on mingw (some DLLs can't be imported, namely register.routines, graph.field, and graph.forest)
