Update master for stable/yoga

Add file to the reno documentation build to show release notes for
stable/yoga.

Use pbr instruction to increment the minor version number
automatically so that master versions are higher than the versions on
stable/yoga.

Updating python testing classifier as per Yoga testing runtime

Yoga testing runtime[1] has been updated to add py39
testing as voting. Unit tests update are handled by the
job template change in openstack-zuul-job

tests: Add missing 'nova update' unit tests

We have functional tests for the 'nova update' commands, but no unit
tests to verify e.g. that we can't set a description for the server
before microversion 2.19. Add such tests.
