whitelist: add packages related to mdevctl MIR (LP: #1889248)

We got our first bug to look for, so it is reasonable to start having
this in git ubuntu now to be able to do proper MPs.

avoid accidential import from master (LP: #1733278)

Since we change the format currently imports are not meant to be done
from git master or edge channel snap.
To avoid doing those by mistake add an argument that needs to be added
to froce it.

Since this does not move into the stable snap nothing will change for
"valid" imports. But on git/edge this will prevent accidential imports.

On the day we declare the new code to be complete and do the world
reimport we shall revert this patch.

Add a few packages for Ubuntu-Desktop

The Desktop team was eager to take a look at git ubuntu since the rally
in New York. They requested three packages to take an initial look at
the git ubuntu approach together with their community.

Note: rbasak made didrocks aware of the outstanding full reimport, but
that was declared no problem for the current stage of intended usage by
the Desktop Team.
