Description of the change
Contrary to my plans to write an external Python script to handle robust build expiration, I found a way to do that via native Jenkins functionality. So, this Groovy (Java scripting lang) script expires all jobs, not just those which are being built.

With my not-so- much-oiled- groovy- script- fu hat, the script seems ok to me.
