Description of the change

These are changes to install to a development sandbox all plugins we have on production, and also allow to select which version of Jenkins and plugins to install, via config file. See associated bug (lp:944042) for more info.

We discussed it during Connect hacking session that it (IMHO) represents useful code which may be needed in the future and thus useful to have handy for anyone who'd be editing that file further.
