Description of the change

Remove --no-check-certificate when downloading toolchain, it is no longer require for legitimate links.

And not having it in allows to catch and fix deprecated toolchain links.

Ok, really need to take chance to do this on weekend, or then Android folks will have release time, then it's forgotten, then we'll sleepwalk into it in couple of months again.
