This change has gnome-control-center-signon use the default valac without
needing to be manually updated. I have successfully built this package
with valac-0.18 and valac-0.20 (0.18 is the current default but Ubuntu
13.10 may uses 0.20).

Don't report account failures

Account failures are reported either by applications of by signon-ui. This
fixes a bug occurring when the account creation fails and the Online Accounts
indicator turns red.
