Fix documentation build problems; no changes to the documentation files themselves.
Description of the change
This heads off two problems discovered in maas-cert-server: The dependency on python-pil, which is unavailable in jammy; and the issue with the maintainer's ubuntu.com vs. canonical.com e-mail addresses. (The latter might not actually be an issue in this package, but I thought it best to address it just in case.)
It turns out that python-pil is no longer required. It used to be, perhaps with Ubuntu 16.04, but I've tested with as early as 18.04, and it's no longer needed.
