Add C++ symbols file for the main library. We're also adding a quilt patch that basically blocks leaking of boost and non-library symbols. Sadly, since libphonenumber6 has 2 so files in it, I had to hack debian/rules to only consider the main library. We need to split this into 2 binary packages
