[r=andreserl,allenap][bug=][author=blake-rouse] This implementation abstracts the boot methods into a BootMethod abstract class, each method deriving from it. PXEBootMethod and UEFIBootMethod each provide the ability to manage the their boot method independently. Each BootMethod is registered in the BootMethodRegistry, allowing easy addition of new boot methods for HWE.

Each implementation also handles the installation of the needed boot files in the tftproot directory. Modified the new boot_resources to call each boot methods install_bootloader method.
